You're able to sand the working face of a disc because it is simply a rather thick layer of plastic. But I found other methods, too. I'm guessing it would also work on scratched CDs, and it might be easier to find (auto parts store) than Brasso. How do the discs get all scratched up?

However, damaged DVD and console discs may need a finer polish than do damaged audio CDs. I will say that if an optical disc gets scratched, often times repair efforts end up making the problem worse.
